Summary
Fayetteville Technical Community College (FTCC) is in compliance with this comprehensive standard. The North Carolina General Assembly has enacted a statute for the dismissal of community college board members. The FTCC Board of Trustees complies with the specifications outlined in North Carolina General Statute 115D-19.
Narrative
North Carolina General Statute 115D-19 permits the removal of a trustee from the Board of Trustees in only three circumstances:

The first circumstance may be initiated by either the State Board of Community Colleges or by the local board to consider evidence with the local Board of Trustees that a member of the Board “is not capable of discharging, or is not discharging, the duties of his office as required by lawful regulation, or is guilty of immoral or disreputable conduct,” G.S. 115D-19(a). Upon presentment of such evidence and with a two-thirds majority vote of the Board, the Board of Trustees may vote to expel the member G.S. 115D-19(a).

In the second circumstance, the Board of Trustees may expel a trustee for absence from three consecutive, scheduled meetings of the board without a justifiable excuse G.S. 115D-19(b).

Finally, the Board of Trustees may expel a member if the member fails to attend a “trustee orientation and education session sponsored by the North Carolina Association of Community College Trustees” without an appropriate excuse.
The Board of Trustees of Fayetteville Technical Community College recognizes its ability to remove trustees only in these instances as described in the Bylaws, Article II, Section III. The Bylaws provide evidence that FTCC is in compliance with this comprehensive standard.
