3.2.13 Any institution-related foundation not controlled by the institution has a contractual or other formal agreement that (1) accurately describes the relationship between the institution and the foundation and (2) describes any liability associated with that relationship. Summary
Fayetteville Technical Community College (FTCC) is in compliance with this comprehensive standard. The Fayetteville Technical Community College Foundation, Inc., exists to complement FTCC’s educational purposes and contribute to its overall effectiveness.
Narrative
In 1985, the Board of Trustees of Fayetteville Technical Community College (FTCC) incorporated a private, nonprofit organization to support the work of the college. The FTCC Foundation, Inc., was established as a corporate entity distinct and separate from the Board of Trustees of FTCC. It was confirmed as a 501(c)(3) nonprofit organization in 1988. This is the only private, nonprofit entity associated with the college.
The Mission Statement of the Foundation is congruent with the Mission Statement of FTCC to “Serve our community as a learning-centered institution to build a globally competitive workforce supporting economic development.”
Any monetary or non-monetary gifts given to the Foundation are used for the development of FTCC’s academic programs and activities.
A Board of Directors and Bylaws govern the Foundation. It is the Foundation's Board of Directors (not the Board of Trustees of FTCC) who enjoys the ultimate responsibility for the operation of the Foundation. The Foundation Bylaws specify the Chair of the Board of Trustees and the FTCC President serve on the Foundation Board of Directors. These two members do not constitute a majority of the Foundation’s current membership of 24 and do not control the Foundation.
The Vice President of Institutional Advancement reports directly to the President of FTCC and serves as Executive Director of the Foundation. As a non-voting liaison, the Executive Director coordinates meetings, completes status reports, coordinates scholarships and gifts to the College, and oversees fundraising activities of the Foundation.
The soundness of the financial position of the Foundation is required by state law N.C.G.S. § 115D-20(9), which requires that the Foundation have its financial accounts audited annually by the State Auditor or an independent organization. The results of the financial audit must be reviewed and accepted by the FTCC Board of Trustees on an annual basis.
