Summary

Fayetteville Technical Community College (FTCC) is in compliance with this core requirement. FTCC has a President who is chief executive officer of the College. The President’s primary responsibility is to the Institution, and he is not the presiding officer of the board.

Narrative

Dr. J. Larry Keen, President of Fayetteville Technical Community College reports directly to the Board of Trustees (Powers and Duties of Trustees) chaired by Mr. Charles J. Harrell. The President has a full-time commitment to the College and has appropriate authority to execute the day-to-day operations.

Fayetteville Technical Community College’s Board of Trustees is responsible for submitting three nominees for the presidency to the North Carolina Community College System (NCCCS) for background checks. Upon validation of the background checks, NCCCS advises the FTCC Board of Trustees to select and approve a candidate for the presidency. The FTCC Board of Trustees must submit their approved candidate to the North Caroline State Board of Community Colleges for the official approval and announcement of the FTCC President.

According to the bylaws of the Board of Trustees of Fayetteville Technical Community College found in the Board of Trustees Orientation Manual, Article III, Section II states the Chairman shall preside at all meetings of the Board. The Vice-Chairman presides in the absence of the Chairman. A review of the FTCC Board of Trustees Minutes provides evidence that the Board Chairman presides at the Board meetings.
